As of 1 September 2025, new regulatory provisions regarding the transportation of alloys and mixtures containing lead will take effect, with significant implications for logistics and documentation management of shipments.

EU Regulation 2024/197 and regulatory obligations

With the entry into force of EU Regulation 2024/197, many metal alloys (such as brass, bronze, waste materials, or sludge containing lead) will be classified as environmentally hazardous goods and identified with the UN code 3077 according to ADR regulations. Depending on the particle diameter and the percentage of lead content, new ADR classification, labelling, training, and documentation requirements will apply.

Entry into force and operational recommendations

To facilitate the industry in this transition phase, Italy proposed and obtained the Multilateral Agreement M366, a temporary exemption valid until 31 August 2027.
The agreement allows certain lead alloys to be transported under partial exemption from ADR regulations, provided that specific packaging, labelling and documentation conditions are met.

This transitional regime applies only between the states that have signed the agreement – including Italy and Slovenia – and represents an important step towards ensuring business continuity in compliance with safety regulations.
